While we appreciate that action has been completed on the measures in (A) to (E) of Section (iv) to paragraph 23 in Annex C to the Planning Paper, it would again be useful from our point of view if you could cover these in your statement. This apart, we think that the fourth sentence in your passage on the Expansion of LegCo might be regarded as an overstatement. Instead of "This can no longer be said" could you not say "The new Members of the Council are therefore particularly
welcome"
