5. We have no comments except that, in referring to housing standards we should prefer you to say,

that the improvement in standards will not be
at the expense of the number of persons being
housed.
Social (D) EDUCATION
6. We have no comments on your passage on further education. It will be helpful from our point of view however, if you were to repeat your already announced plan for the provision of free or assisted secondary education between now and 1980 (paragraph 9 of Annex D to the Planning Paper).
