As regards the revised general passage on labour legislation, it seems particularly unfortunate that the Governor intends to make an observation about the level of incomes and standards of living in Hong Kong which, taken at its face value, would suggest that no action at all is required.

I recommend that we should accept the Governor's invitation to comment on his draft passages and, in so doing, should make it clear that we do not think some of what he proposes to say is satisfactory from our point of view. I submit draft telegrams accordingly. The Deputy OLA concurs.
