the benefits that might accrue to an average
family through public assistance, and through
earning the average industrial wagé, should
not be lost sight of; and
(f) that subject to the provision of funds by
the Finance Committee of the Legislative
Council, that the revised scheme should be
implemented on 1st April 1977.

Opening of New Session of Legislative Council
The Council agreed that the first sitting of the
Legislative Council should be suspended after Members who
have not taken the oath or affirmation of Allegiance had
done so the sitting would be resumed at 2.30 p.m. on
Wednesday 6th October, at which time the Governor would
address the Council.
