Following my submission of 28 September and subsequent discussions, Lord Goronwy-Roberts approved two draft telegrams (FCO Tels Nos 804 and 805) containing amendments to, and comments on, the passages in the Governor's statement to the Legislative Council contained in Hong Kong Tels Nos 969 and 970.

The Governor of Hong Kong has now telegraphed his reactions FLAG F to Lord Goronwy-Roberts' comments (Hong Kong Tel No 1002).
Mr Hurst and I have gone through the Governor's telegram and the following is an analysis of the extent to which he has accepted Lord Goronwy-Roberts' points.
General Statement: (Last part of paragraph 2 of FCO Tel No 804)
3. The Governor has argued
paragraph 10 of his telegram
that
he cannot say that "the time has come to launch a new programme of social development" since what is proposed is a development of existing programmes rather than a new programme, and this is well known in Hong Kong. I think that the Governor's point is well taken and that we should accept that he should cover our point by menes of the text in his paragraph 10.
