Both allowances are paid at a flat rate regardless of the financial circumstances of the applicant. The case load at the end of February was 65,613.

The scheme provides a basis for pensions for the handicapped and aged and for means tested payments to maintain incomes.

There is a gap in the coverage in that able bodied men between the ages of 15 and 55 are ineligible though their families are eligible.

5. At present a major review is being undertaken of expenditure under the heading of Social Welfare, with the object of determining to what extent additional services are required and to what extent these should be replaced by cash payments. It is hoped to publish later this year proposals on rehabilitation services and services for youth.

Government housing at heavily subsidised rents had already been provided for 1.7 million persons between 1954 and 1973. A new programme was then drawn up to provide self-contained housing in a decent environment for all. To do this it was calculated that new housing on subsidised terms for at least 1,800,000 was required which would include rebuilding sub-standard Government estates then accommodating 500,000.
