2. In order to tie up the exchanges with the Governor on the Planning Paper, you said that you would like to reply to his letter of 2 July. His letter suggested a number of amendments to the Planning Paper, only some of which were taken into account Flag in the final version. (Mr O'Keeffe's submission of 8 July and
