formula we are proposing for a gradual staged introduction of trade unionists to public life in Hong Kong which would eventually lead to membership for some on the Legislative Council. This formula, suggested by Hong Kong, involves the appointment of a personality closely associated, personally and publicly, with efforts to improve industrial working conditions in the Colony now; and the grooming of appropriate trade unionists for a career in public life.
