LORD GORONWY-ROBERTS'S MEETING ON 15 MARCH
1. I have spoken to Lord Goronwy-Roberts's office, who confirm that the following papers are relevant to the Minister of State's meeting at 11.30 on Monday:-
(i)
Lord Goronwy-Roberts's minute of 18 February to the Secretary of State (copy attached) about a possible all-party Parliamentary delegation to Hong Kong. I understand that the Secretary of State referred this back to Lord Goronwy-Roberts with the request that he discuss it further with officials. As far as the Question of precedents is concerned, you may care to see the attached copy of my minute of 27 February to G and GD;
(ii) the planning paper on Hong Kong;
(iii) the Governor's despatch of 6 March on Domestic
Policies up to the 1980's; and
(iv) Mr O'Keeffe's comparison of the differences
between (iii) and (iv).

The purpose of the meeting is to enable Lord Goronwy-Roberts to inject his views into official thinking on future policy towards Hong Kong.
