dear Ruway,
I was grateful for your letter of 6 March, which I found on my
return from a Latin American tour, and for the Despatch on Hong Kong's
domestic policies up to the 80s which you enclosed with it an
admirably lucid and cogent piece, which we are very glad to have.

It is a little ironic that, after all our efforts to ensure that
the Secretary of State would be properly briefed for his visit to
Hong Kong, events have conspired to cast considerable doubt on
whether the visit will take place as planned, and, if it does, who
will by then be Secretary of State. (Incidentally, I am sorry that
your own travel plans were one of the casualties of the Downing
Street announcement.) But I think that the exercise nevertheless
remains valuable, not to say essential.
We must continue to sort
our ideas out, not only because a visit to Hong Kong by a Secretary
of State is bound to take place before long, but also because
Parliamentary, press and political attention here will continue to
focus on the Colony.
