I attach a brief on Hong Kong public expenditure in question and answer form which Mr Dart has prepared as background material for the forthcoming series of discussions with the Colonial Secretary and Governor of Hong Kong on the planning

paper.

You will recall at Lord Goronwy-Roberts' meeting on 15 March I stated there was a sound economic and social case for raising Hong Kong's public expenditure as a proportion of its GDP up to 25%. This brief outlines, in an illustrative manner, the ways and means of reaching this end.

3. I would anticipate that the Hong Kong administration might offer resistance to such proposals. To the extent that some constraints have already been indicated in the Governor's despatch of 6 March, the proposals made here are consistent with such constraints.

Mr Dart is available for the full period of the Colonial Secretary's visit, whilst I shall be available for pm Thursday, 10 and Friday, 11 June only.
