Our conversation last night: on the question of reforms in the economic field, you might, in the first instance, find it useful to read the attached paper by David Holland (submitted under cover of a minute to Mr Stuart dated 2 November 1973). I do not myself agree with the suggestion in paragraph 20, but I think it is of some importance that a lot more should be known, both in Hong Kong and in London, on precisely how the monetary sector now operates.
