purchase of places in private schools.
3. Technical Institutes. In September 1973 there
was one technical institute with capacity for 1100
full time equivalent students. Two more have since
been completed and a fourth is under construction
and a fifth will be started in 1976. When
all five are in operation by 1979 there will
be places for the equivalent of 5226 full-time
students. At full development the total
capacity of all five institutes will be about
6,000 6,500.
Tertiary and further education

a) In the course of the present quadrennium
ending 1978, enrolment in the two Universities
will have increased from 6352 to 8860 (all
are heavily subsidised, and provision for
loans or free places is made to ensure
that none are denied through lack of means).
In the following quadrennium some further
expansion is envisaged, though the targets
have not yet been set and the rate will be
on the advice of the University and Polytechnic
Grants Committee yet to be received; in the
course of it a second medical school should
