I take it that the objective of the consultations in London at the end of the month is clearance with the Secretary of State of the lines of a steering brief. If I am right in detecting some tension in the Office about this exercise, I believe that Goronwy-Roberts (perhaps with Tom McNally in the background) would be very helpful in keeping the temperature down and realities to the fore. if you can contrive to push the conduct of preparatory meetings his way as much as possible I believe it would be beneficial.
