On 5th February 1975, the Party applied to use the Star Ferry and Yau Ma Tei Ferry Con- courses to hold public opinion pools. Their application was rejected as the use of the concourses has been restricted to approved activities by charitable bodies only. The Party appealed against this decision. The policy was reviewed by the Governor personally who directed that the Party's application should be rejected.

From the correspondence referred to in paragraphs 3-5 above (copies of which are enclosed), the Party's claim that "these ill treat our Party and suppress the people, depriving them of their opinions and rights" has little validity. I suggest that the reply to the Party's letter of 6th April 1976 should be little more than an acknowledge- ment of their views.
