Background information for members of the service at home and abroad;
For posts to pass, on a personal and confidential basis, to carefully selected, reliable and influential foreign recipients, in order to help them to be well informed about Communist affairs.
The primary purpose is (a), but (b) is also of value. The recipients under (b) should generally be Ministers and senior officials, and occasionally a particularly important person in another field, eg journalism or the academic world.

Before passing an issue to local recipients, the post should remove any item which might cause offence, eg because it refers to their own country. This cover sheet and the summary should also be removed. "Communist Policy and Tactics" should not be sent to local recipients by post.
3 Eastern European and Soviet Department are always interested to receive general comments about policy, contents, lay-out etc or on points arising from individual articles. Posts are reminded that, because of purpose (b) above, the articles cannot deal in a comprehensive way with all the subjects covered. In particular, no attempt is made to assess in any detail the position of the non-Communist countries involved in any particular situation.
