(a) that the Mass Transit Railway Corporation
Ordinance be brought into operation
immediately;
(b) that, subject to satisfactory completion
of the documentation for the financial
arrangements:
(i) contracts should be let for the
construction and equipping of the
Modified Initial System; and
(ii) a motion should be introduced into
the Legislative Council to authorise
the giving of Government guarantees
for loans for the Modified Initial
System;
(c) that further consideration be given to
the land and property development arrange- ments for the Pedder/Chater, Admiralty and
Argyle sites;
(d) that the Home Affairs Department be re-
inforced to enable it to handle the problems
arising from the construction of the Modified
Initial System without prejudicing its other commitments e.g. towards the expansion of Mutual Aid Committees and the fight violent crime campaign;
