I enclose two copies of a note of a conversation which I had this morning with Thompson of the Provisional Mass Transit Authority about the proposed delegation to see Sir Murray at 3 00 p.m. on Thursday 10 April. It certainly seems to me entirely premature for this meeting since, as Mr. Thompson says, at least two of the companies have senior representatives in Hong Kong at present in direct discussion with Mr. Thompson himself. Moreover, no British Civil Engineering Contractor has registered, despite a good response from elsewhere, and until they register they cannot receive copies of the conditions of contract when they are issued next week. Finally, Thompson himself will be in London in the next month when a meeting would be more appropriate.
Perhaps you would be so good as to pass on my note to Sir Murray, together with my own comments, and to let me know if Sir Murray decides to hear what the group have to say, as already allowed for in his programme. If so, I will attend the meeting as instructed by the Governor last night.
I might say that I had considerable difficulty getting through to Hong Kong and finally did so at around about 7 30 a.m. when I spoke to David Jeaffreson who put me in touch direct with Thompson.
