may use aircraft of the Civil Aviation Flying unit or Ministry of Defence air- craft. If aircraft are not available from either of these sources private chartering may be used. Ministers, other than those travelling ou defence business, who are not covered by these arrangements_must obtain the prior approval of the Prime Minister. Those Ministers for whom the appropriate authorities consider it essen- tial for security reasons are able to use official transcport on a repayment basis for journeys of a private or party poli- tical nature. All these arrangements have applied under successive Govern-

ments.

Within the last 12 months, I have made 11 flights on a repayment basis on the equivalent first-class scheduled air fare.

EDUCATION AND SCIENCE

Nursery Education

Mrs. Bain asked the Secretary of State for Education and Science what has been the level of Government expenditure on the provision of nursery level education in England and Wales in each of the past 10 years.

Community Halls and Centres

Mr. Hall-Davis asked the Secretary of State for Education and Science if he will review the procedures for inviting and approving granis to village halls and community centres so that applications submitted by counties can be reasonably

related to the grant support available for each county, so as to avoid unneces◄ sary work and cost in the preparation of applications.

Mr. Hugh Jenkins: The procedures are kept regularly under review but at the present time I have no evidence of any general dissatisfaction with them..

Teachers of the Deaf

Mr. Wrigglesworth asked the Secretary of State for Education and Science if he will make proposals to improve the pay and conditions of teachers of deaf children.

Mr. Armstrong : No. The pay of teachers of deaf children is a matter for the Burnham Committee. The conditions of service for teachers, other than salary, is a matter for discussion and settlement between the teachers' associations and the associations of local authorities.

FOREIGN AND COMMONWEALTH AFFAIRS

Hong Kong

Mr. Ford asked the Secretary of Stats for Foreign and Commonwealth Affairs what stage has been reached in the con- sideration of a mass transit system for Hong Kong; and if he will make a state- ment upon proposals for financing this project.

Mr. Ennais : International tenders have been invited for an initial system of 9-9 miles. A final decision will be taken in September and will depend on the Hong Kong Government's view of the project's' commercial viability. The Hong Kong Government would contribute HK3800 million, the rest being financed by export credits and on the open market.

Law of the Sea Conference

Mr. Hooley asked the Secretary of State for Foreign and Commonwealth Affairs if he will make an interim state- ment on the progress of discussions at Geneva in the United Nations Law of the Sea Conference.

Mr. Ennals: Progress so far has been limited. Her Majesty's Government con- sider it essential that a deterrained effort be made by the conference in the time remaining to obtain a greater degros of
