population, the physical provision of facilities and services lagged far behind the growth of population; sponsors had been especially hard to find for the construction of secondary schools because of the difficulties of forming the sites; at present only ten of the planned secondary school sites had been fully developed; there were similar deficiencies of developed and usable open space;

(h) this part of North East Kowloon lacked any focal

point and commercial facilities in the nearby public housing estates were generally poor; the Secretary for Housing had advised that he would welcome the development of better commercial facilities on the Kowloon Bay Depot site which would benefit the adjoining areas;

(i) the housing estate would be subject to some noise nuisance from the airport, although this would be in acceptable ranges. However, the Corporation intended to construct various levels in the podium which would insulate the estate from workshop noise.

The Land Development Policy Committee recognised the advantage of developing the site over the depot comprehensively for housing, and the Secretary for Housing, in particular, welcomed concrete proposals for providing an additional 5, 000 flats of about 500 square feet gross floor area, which was the size of flats most in demand, being slightly bigger than the range of flats provided by the Housing Authority. He also welcomed the better commercial facilities which development in this site could provide for the benefit of the surrounding estates. The representative of the Secretary for Home Affairs saw social and political advantages in the construction of private housing in this area, which would improve the present social mix, now dominated by the residents of public housing. However, the Committee considered that the estate must, in no circumstances, be permitted to impose an additional strain on the under-provided amenities and social services in the area, or lead to an overload of the traffic routes actually constructed and available for use at any time.. It also considered that the opportunity should be taken to increase and improve the commercial facilities in the area, which were presently seriously lacking. With these points in mind the Committee agreed that a re- commendation should be made to the Executive Council that the Mass Transit Railway Corporation should be permitted to construct a housing estate on the following general conditions:
