At the Provisional Authority meeting held on 16th December, approval in principle was given to the proposals for a "modified initial system" for the MTR, to be pursued in the event of a withdrawal by the Japanese Consortium. Following the meeting with the Japanese Consortium on 17th December when their desire to withdraw was confirmed, the Chairman Designate was authorised to refine the proposals for such a modified system in order that these proposals could be further considered at a meeting of the Provisional Authority to be held on 10th January, and also incorporated in the draft Executive Council Memorandum being prepared on the general subject of the MTR.
