grateful if Cotterill would give me a very general indication of the approach ECGD is likely to adopt to a project of this nature. It may be necessary for someone from ECGD to come out in due course, but it would be helpful if I could know what information ECGD would like fed in in the early stages.
40 We have been promised a copy of the list of local contractors who register for prequalification, as a guide to possible openings for British firms interested in joint ventures locally.
I will forward the list, with our comments, as soon as it is available.
50 Lay I put in a plea that you keep me as fully informed as possible of what goes on at your end. It would be useful to know what groupings, if any, show signs of emerging and whether there is likely to be any interest by British contractors on the civil side. On the electrical and mechanical side, GEC are, I understand, already heavily committed elsewhere, but Weedon is hopeful that he can persuade them to have a go at it. According to Weedon, Newbigging of Jardine's has gone up to Japan to see if he can put together a Japanese consortium. Needless to say, I very much hope that British firms will do their best to get a share of the contracts.
6. Over the next year or so we will be exchanging a good deal of correspondence about the scheme. Could you please confirm that you will be the main contact point at your end and advise me whether there is any need to copy letters to anyone else in Whitehall other than those to whom this letter is copied.
7. I enclose copies of the Government's press release, a sketch plan of the modified system and assorted press cuttings. This letter, with the enclosures, is copied to Cotterill, ECGD, Stuart, HKIOD and Miss Welch, CRE4.
