Governor's decision shall be final);
and upon such resignation or removal the term for which
he was appointed under this section shall be deemed to
...have..expired..
(5) A public officer appointed to an office under
this section shall hold the same at the pleasure of the
Governor but he may
(a) at any time resign such office by notice to
the Governor; and
(b) be appointed thereto more than once.
(6) Where a member is precluded by temporary
incapacity or other cause from exercising his functions
as such for any period (as to which the Governor's
decision shall be final) the Governor may appoint
another person to act as a member during such period
with all such rights, powers, duties and liabilities
as if he had been appointed under subsection (1).
(7) A member may be paid such fees and expenses
as the Board thinks fit.

5. (1) Five members shall form a quorum at any
meeting of the Board.
