(2) References in this Ordinance to constructing
the railway are references to undertaking every stage
of the process beginning with its design and planning
and ending when it is brought into operation.

PART II
INCORPORATION AND POWERS
3. (1) There is hereby established a body
corporate, to be known as the Mass Transit Railway
Corporation.
(2) The purposes of the Corporation are
(a)
(b)
to construct the Mass Transit Railway and to
operate it having regard to the reasonable
requirements of the public transport system
of Hong Kong;
to engage in such other activities, and to
perform such functions, as the Governor may,
after consultation with the Corporation,
permit or assign to it by order published in
the Gazette.
(3) The Corporation shall have perpetual succession
and a common seal and be capable of suing and being sued
and of doing and suffering all such other acts and
things as bodies corporate may lawfully do and suffer.
