process of manufacturing No. 3 heroin. A search revealed a very large quantity of heroin being dried over warm water baths in two of the rooms, together with chemicals and equipment used in the manufacture of heroin. CHAN Siu-hung (7115/1421/7160), FONG Yee (2075/0308), FONG Sum (2075/2773), NG Ka-tung (0702/1367/2676) and LAM Ti (2651/0966) were arrested and have been charged with Manufacturing a Dangerous Drug and Possession of Dangerous Drugs For The Purpose of Unlawful Trafficking. NG Ka-tung, the tenant of the premises, has also been charged with being a Tenant Permitting the Manufacture of Dangerous Drugs. The total seizure from the house com- prised 41.6948 kilogrammes of a mixture and 13.5 litres of a solution containing 13.0822 kilogrammes of salts of esters of morphine, and 0.143 kilogrammes of a mixture and 2.5 litres of a solution con- taining 0.1242 kilogrammes of esters of morphine.

25. The following morning a search of the hillside in the vicinity of the house with the aid of a drug-detecting dog resulted in the discovery of a quantity of heroin and a jerrycan containing 13.0 litres of acetic anhydride buried in holes in the ground. The heroin comprised 0.548 kilogrammes of a mixture containing 0.1712 kilos of salts of esters of morphine.

26. An interesting feature of these premises was a photo-electric warning device placed at the end of the only access route to the house, this was designed to give the occupants prior warning of the approach of visitors; the alarm system did not function on this occasion.

27. On 12th June 1975, officers of the Narcotics Bureau conducted a raid on a residential flat in Cheung Wing Building, Prince Edward Road, Kowloon. A search of the premises revealed a quantity of heroin, crushed morphine blocks and chemicals and equipment connected with the manu- facture of heroin concealed in a built-in-wardrobe in the bedroom. Further items of equipment connected with the manufacture of heroin were discovered in the kitchen and bathrooms. Three people found in the premises were arrested. Chinese male CHO1 Sau-ngai (5591/1343/3015), aged 26, Chinese male Law Wah (5012/5478), aged 21, and Chinese female WONG Ngau-ying (7806/1750/ 5391), aged 48, were charged with Manufacturing a Dangerous Drug and Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking.

28. The total seizure from the flat comprised 6.0913 kilogrammes of a mixture containing 5.5947 kilogrammes of a salt of morphine, and 0.333 kilogrammes of a mixture containing 0.0907 kilogrammes of salts of esters of morphine. The case is still pending.

29. On the morning of 10th January 1975, acting on information, officers of the Narcotics Bureau with the assistance of Royal Navy divers carried out a search of the sea bed in the vicinity of Sok Ku Wan, Lamma Island. After two hours of searching, one of the divers located three gunny sacks tied together with rope lying on the sea bed in about 20 feet of water. The gunny

sacks were found to contain a total of 101.45 kilogrammes of raw opium. No one was arrested in connection with the seizure.

30. On 19th April 1975, officers of the Preventive Service searched a travelling bag belonging to Singaporean male SIAH HOCK CHIA on his arrival from Kuala Lumpur. One package of prepared opium was found inside the bag. A body search of SIAH revealed a further two packages of prepared opium, bringing the total seized to 2.123 kilogrammes. SIAH was arrested and charged with Pos- session of Dangerous Drugs For The Purpose of Unlawful Trafficking. He pleaded guilty and was fined HK$50,000 with an alternative of two years imprisonment.

31. One 23rd May 1975, four large bales of cotton which had arrived by air from Karachi consigned to a Textile Company in Castle Peak were examined by officers of the Preventive Service. The bales contained a total of 32 packages containing a total of 30.65 kilogrammes of raw opium. No one was arrested in connection with the seizure.
