A:
2024. Subsistence Allowance
Before taking up rented accommodation, an officer posted to an overseas office will be eligible to receive:
(a) duty-rate subsistence allowance in accordance with L.B.713(2)
(in lieu of reimbursement under C.S.R. 2021 or an allowance under C.S.R. 2022) for a period not exceeding one month. This period may be extended up to a maximum of one further month by the Hong Kong Commissioner in London in the case of London Office, or the Head of the officer's Department in other cases, if satisfied that such an extension is justified;
(b) 75% of the rates under E.R. 713(2) for his wife and 50% of
the rates for each child.
2025. Baggage Allowances, Customs Duty and Insurance Costs
(a) On first posting overseas and on final return to Hong Kong an officer will be eligible to claim baggage allowances under E.R. 1464 in addition to any claim under E.R.1460;
(b) If an officer posted overseas is unlikely to return to Hong Kong, the Secretary for the Civil Service may authorise him to claim an allowance under E.R. 1463 in lieu of one under E.R. 1464;
(c) The Secretary for the Civil Service may in exceptional
circumstances authorise the reimbursement of additional expenditure above the limits laid down in E.RR. 1460, 1463 and 1464;
(d) The Secretary for the Civil Service may in his discretion
authorise reimbursement of customs duty and insurance costs incurred by an officer in respect of his personal effects. He may also in his discretion authorise reimbursement of baggage allowance in respect of postings between overseas offices.
2026. Storage of Personal and Household Effects
An officer posted to an overseas office :
(a) may store his personal effects in the Government Supplies
Department at Government expense before they are shipped abroad;
(b) will be provided with free storage facilities for the remainder
of his personal and household effects, including heavy furniture and domestic appliances, on the conditions laid down in
E.R. 895(b) and (c); be provided with free Government transport; and be reimbursed for necessary packing and crating costs in respect of effects stored in the Government Supplies Department.
