I have received a copy of Lee's telegram of 9 May to you saying that 9 and 10 June is acceptable to Hong Kong for the tripartite talks. I have today written to John Bartels confirming the dates (a copy of my letter is within).
I shall now press ahead with detailed arrangements. We shall have the meetings in a Home Office building and Customs, Police and the Home Office will look after hospitality. I shall let Lee have a detailed agenda as soon as possible, but for planning the Hong Kong contribution he may reasonably assume that the agenda items 40 will be as set out in my letter of 7 March to Bartels (of which I sent a copy to Hong Kong) and that we shall be looking to him and Peter Law for specialist contributions on items (i)(a) and (b).
It would be useful to know when the Hong Kong people will be setting out, so that I can arrange to get fuller information to them before then if possible. For planning purposes could you also try to ascertain whether they will need assistance with accommodation or transport?

As regards Norman Rolph, would you prefer me to invite him (I have his address and have already alerted him of the possibility of his being involved)? There is the question of his expenses, which I take it either F&CO or the Hong Kong Government will cover. If you would like me to approach him formally, could you indicate how that will be dealt with?
I apologise for dealing with this at such tedious length by correspondence, but I am at present heavily committed to a promotion board and have virtually no time in the office. should be clear of that commitment early next week.
