This issue was introduced by Mr. Getzinger, with what I detected as some embarrassment. It is not unlikely that the pressures on him about this, are politically motivated. He began, for example, by asking whether I had seen in yesterday's SCP a statement by Congressman Lester Wolff suggesting that the time was now ripe for the CPG to take a more active part in the world-wide fight against trafficing in dangerous drugs, particularly by interdicting sea-borne drug supplies intended for Hong Kong, in co-opera- tion with the U.S. I said that this sort of action had been proposed before in international conferences, but it had so far foundered on geo-political and legal grounds.
