I have the honour to recall to you Resolution 1845 (LVI) adopted by the Economic and Social Council at its 56th session entitled : "Co-operation for drug law enforcement in the Far East region". By that resolution, the Council requested the Secretary-General "to convene regular meetings of the operational heads of the national narcotics law enforcement agencies of the countries of the region ...". A first meeting of the Operational Heads of National Narcotics Law Enforcement Agencies, Far East Region, was accordingly organized in Bangkok from 2 to 6 September 1974, and the Commission on Narcotic Drugs considered its report at its 26th session, in February 1975. In that respect, it adopted and submitted to the ECOSOC for endorsement a resolution entitled "Periodicity of the sessions of the Commission on Narcotic Drugs and related matters" which "reaffirms that there shall be annual meetings ... of Operational Heads of National Narcotics Law Enforcement Agencies, Far East Region, until the Council, upon recommendation of the Commission on Narcotic Drugs, decides otherwise...". Consideration of that resolution was postponed by the Council until its 59th session. It should be noted, however, that the resolution would affect only meetings in later years as the 1975 meeting of Heads of National Narcotics Law Enforcement Agencies in the Far East has already been placed on the Calendar of Conferences by the Council at its 57th session in July 1974.

The Government of the Republic of Indonesia has very generously agreed to act as host to the meeting in 1975 and arrangements are being made for the holding of the conference in Indonesia from 17 to 21 November. Hong Kong is invited to nominate "the operational head of its national narcotics law enforcement agency" to take part. Travel expenses and subsistence allowance of one participant of each country will be borne by the UN Fund for Drug Abuse Control unless the Government concerned prefers to meet such expenses itself. According to the decision of the Commission on Narcotic Drugs at its 26th session, the governments of the same countries/territories should be invited to participate as were invited at the first meeting. These were: Australia, Burma, Hong Kong, India, Indonesia, Japan, Khmer Republic, Laos, Malaysia, Nepal, New Zealand, Philippines, Republic of Vietnam, Singapore, Sri Lanka, Thailand; also Observers from the International Narcotics Control Board, the International Criminal Police Organization/Interpol, the Customs Co-operation Council and the Colombo Plan Bureau, at their own expenses. The conference will be serviced by staff from the Division of Narcotic Drugs. The languages of the meeting will be English and French.
