His previous appointment was as Deputy Secretary in charge of the Management Unit of the Colonial Secretariat and he has held a number of senior posts including that of Deputy Financial Secretary and Deputy Director of Commerce and Industry.

Chief Superintendent in the Royal Hong Kong Police Force Head of the Narcotics Bureau.
The Bureau is responsible for the prevention and detection of offences connected with the unlawful manufacture, distribution and consumption of narcotics.
Mr J P Law PM
An Assistant Commissioner of the Royal Hong Kong Police Force. Posted as liaison officer to the British Embassy, Bangkok, in November 1973 to improve the flow of information from those countries which are the source of drugs entering Hong Kong.
