affect others. It must be reasonably accessible to the main areas where explosives are used, to avoid long and expensive journeys. It must, if it is near the sea, be sufficiently distant from main shipping routes and have safe unloading facilities for the explosives.

A comprehensive search of all possible sites a few years ago resulted in the choice of the southern part of Hei Ling Chau, as the only place which met all the criteria. The area chosen is shown on the annexed plan. It is uninhabited and barren and can be conven- iently and safely fenced off from the northern part of the island where the mission is established. It is not, however, considered to preclude the use of the northern part for controlled recreational uses, and design of the security arrangements has been carried out with this in mind.

Excluding the inmates of drug addiction treatment centres, the average daily population of penal institutions grew from 4, 999 males on 1st January 1974 to 6, 346 on 30th November 1974 (an increase of 27%). They are housed in accommodation built to hold 4, 064. There is gross over-crowding, particularly at Stanley Prison where 3, 100 are in a prison built for 1, 579. Many of these are hardened criminals with a record of violence.

Taking into account the steady build up of the strength of the Police Force and the current sentencing policies of the Courts, the projection is that there will be a population in penal institutions of 20,000 by 1980. This figure is based on an annual rate of increase of about 21% between now and then.

There is an immediate and pressing need for more prisons. The demand is likely to continue. Prisons are expensive to build and staff. The provision of additional permanent facilities is being studied, but this will take time and meanwhile steps must be taken to making better use of existing prison accommodation. Immediate relief of the congestion can best be achieved by:
(a) diverting from the prisons, to other forms of
treatment, the social misfits who are now imprisoned for offences related to simple drug addiction. These number about 900 at present. It is intended to introduce a system of Addiction Treatment Control Orders, whereby these addicts
