Overall conclusions

21. Generally, it was accepted by H.M.G. that, though the Director of the Fund was antirely in agreement with the concept of using the Fund to stimulate additional international effort, there was still a solid residual requirement for activity to be carried out directly by the U.N. or by the U.N. agencies and which would require continued cash contributions to the und from Member States.

22. It was hoped that this balance between direct, Fund-supported effort and greater related effort, stimulated with the resources of the Fund, could be achieved. There seemed every reason to expect that this could, with goodwill, be done.
