The Financial Secretary explained that when
Members had been asked on 30th July to note the revised
financial arrangements for experses incurred by
departments on the detained Vietnamese refugees, it
was not appreciated that in order to provide supplementary provision under departmental Anually Recurrent Other Charges

subheads, it would be necessary to seek Finance Committee's approval because the amounts exceeded delegated authority. He therefore recomme ided that Members delegate to the Deputy Financial Secretary authority to approve supplementary provision under departmental subheads on the under standing that the total amount does not exceed · the approved commitme st of $3.98 million. Members agreed the proposal.
The Chairman informed Members that the United Nations High Commission for Refugees had made an offer of US$150, 000 towards the cost of maintaining the detained Vietnamese in Hong Kong. The Commissio was also giving assistance in trying to persuade member nations to allow some of the refugees to settle in their country. Mr. T.S. Lo haviŝg noted the Acting Colo:ial Secretary's reply to Dr. S. Y. Chung in the Legislative Council that the United Kingdom had not so far agreed to take any of the refugees, eaquired whether questions could be asked in Parliarne at. The Chairman said it

was for the Unofficial Members to. pursue Mr. Lo's suggestion if they wished.
