policy has not been a success and we have had to reverse it. There are therefore still some 300 single men left in Harcourt Road. We have however been able to close the Sai Kung camp and send the families from there to Dodwell's Ridge. Since Sai Kung was comparatively remote this will help save some costs. During the attempted transfer of Harcourt Road refugees to Dodwell's Ridge there was a certain amount of tension at the latter, but the situation is now under control. Nevertheless, the refugees, particularly the single men, are undoubtedly bored and frustrated.

On the financial side, we are pursuing with the UNHCR representative here the prospect of a contribution towards the running costs of our camps and hope to receive HK$600,000 before the end of this month. We will telegraph details of any agreement we reach.
