spoke to Casella, who said that after his talks with Saigon authorities, he hoped Vietnamese would allow stranded Hong Kong belongers to leave on next flight. asked us to give him a letter to the effect that flights would be discontinued if empty. Agreed that we would wait and see what happened following day.
Dr HUANG informed me that he would hold a press conference in the afternoon and accuse U N H C R of discrimination. Persuaded him to hold off for 24 hours.
