Dear Miss Rice-Jones:

Thank you very much for your letter of October 7, 1975 concerning the Handicraft Centre for old and infirm Tibetan Refugees whom the Government of India stopred issuing free rations from the bezinning of this year.

In 1960 the Govt. of India started a camp for old and infirm Tibetan Refugees at Dalhousie, a well known hill station as summer resort for tourists and met the entire expenditure of looking after about 400 old and infirm refugees for the rast 15 years. By the end of last year the Govt. however, decided

the inmates of this camp to Mund od in South of India where a new Home was built with the financial assistance of United Nations High Commission for Refugees. The maintenence of this Home is partly financed throurh the Ministry of Surrly and Rehabilitation of the Indian Govt. and the inmates are partly dependent on gift rations from the Catholic Relief Service.

The Govenrment of India is keen to terminate free rations to them and the gift rations from the CRS are very irregular. Consequently these people have suffered a great deal since induction of more old and infirm from Dalhousie. We are now thinking of either starting a revolving fund or purchasing some land in the name of the Home which could then be cul- tivated by the Co-operative Society of, the Hundpod. Tibetan settlement. We are therefore appealing carital for either of these two schemes found to be more viable.

When the Dalhousie camp was closed down 70 old and infirm Tibetans could not leave for rundgod Home as their family members are emploved in the Handicraft Centre at Dalhousie. Post of them did not xxxkæ* want to be separated from their family members and also the Govevernment of India felt that these should be looked after by their errloved members.
