VIETNAMESE REFUGEES

I enclose a copy of a telegram which the Refugee Representative Committee at one of the three camps in Hong Kong has sent to H E the Governor. understand that similar telegrams have been despatched to the Queen, and also to the Queen of Denmark (because of the CLARA MAERSK's role).

The Camp Commandant has commented that these telegrams could be taken as a simple expression of gratitude on the part of the refugees. My own assess- ment would be that the emphasis on freedom and democracy could be taken as a strong hint that they do not wish to be returned to South Vietnam. Certainly, there is no sign that any heartfelt homesickness is developing in the camps at the moment,
