VIETNAMESE REFUGEES IN HONG KONG: UNHCR INVOLVEMENT
1.
In your minute of 3 June on your copy of UKMIS Geneva telno. 379, you questioned the desirability of consulting the PRG about a possible UNHCR temporary presence in Hong Kong. I subsequently mentioned to you doubts about the UNHCR possibly consulting the Chinese.
2.
I attach a telegram setting out the considerations as seen by SEAD, FED and this Department. Essentially we do not object to the UNHCR consulting the PRG since we think it is unlikely they would object and since we should be able to resist in the unlikely event of their seeking to use the UNHCR as a back door entry into Hong Kong. We do, however, see more substantial objections to consulting the Chinese.
