the contribution should be seen to relate to the cost of transit,
not resettlement. I have replied to the Governor in this sense and meanwhile we are in touch with Mr Baxter's Department (to whom Miss Unsworth has passed the papers) on the question of further contributions to help Hong Kong with this serious problem. On the basis of the attached note on the attitude of potential recipient countries, it seems to me that the problem will be with us for some time yet.
