RESETTLEMENT OF VIETNAMESE REFUGEES AT PRESENT IN HONG KONG

In his minute of 12 June, Mr Wilford suggested that we should get not less than a further £50,000 to help Hong Kong with the cost of looking after these refugees.

My discussions with Finance Department in the ODM last week indicated that there was £50,000 available in their contingency funds and that Mr Rae was agreeable to release them for this purpose provided Mr Williams gave the necessary authority. I have therefore addressed the attached submission to Mr Williams. As before I think

the money should be related to a specific period, in this case two months, in order to maintain our public position that we expect the refugees to move on to permanent homes in due course. Mr Rae did, however, agree that we could approach his Department again at the end of July if it looked as if further assistance would be necessary. £25,000 a month is approximately 25% of the total cost of housing the refugees temporarily but should represent 50% if, as we expect, the number of refugees declines to 2,000 by the end of the summer.
