Further to our conversation on the telephone this afternoon, I think the Minister might like to know that in handing over an acknowledgment of the UNHCR's telegram of 9 May to the Secretary of State, Mr Callway at UKMIS Geneva added what he called
'a Hong Kong gloss" when he spoke to the official responsible.

This may meet what I now learn Lord Goronwy-Roberts might have had in mind earlier this week. The UNHCR should now have hoisted on board the fact that some of the refugees about which he is concerned are in Hong Kong: and this in a fairly informal way conflicting as little as possible with the Governor's advice (with which FED concur) that a UNHCR context struck the wrong note vis-à-vis the Chinese.

This was brought to my attention only after we spoke on the telephone and Lord Goronwy-Roberts may care to know of it.
