With reference to your submission of 16 May to Mr Male about possible destinations for the resettlement of Vietnamese refugees now in Hong Kong, Mr Mallett (MVD) tells me that enquiries suggest that there may also be substantial Vietnamese communities in former French overseas territories. He cited the Ivory Coast as one such case. You may therefore wish to discuss this possible outlet further with him.
