1. A Vietnamese lady resident in Tunisia has brought to us the enclosed letter and asked our help in passing it through the correct channels in order to have the three people named therein join her in Tunis as soon as possible.

Mrs Tran-Thi-Huong-My has resided in Tunisia with her husband for the past eight years. They retired here from the South Vietnamese Diplomatic Service and are now part-owners of a well-reputed Vietnamese restaurant in Tunis. They have five children of their own. The three refugees being sponsored are their nephews, and the sister of these three boys is already residing here with her aunt and studying at the University. All the members of the family have valid Tunisian residence permits for the time being, and hope to reside here permanently.

3. The refugees' father is said to have been serving in the South Vietnamese Armed Forces in military courts. There has been no news of him nor of his wife since the fall of Saigon. The eldest of the three boys was a Lieutenant serving in the Vietnamese Navy and he left his country with his two young brothers by sea on 30 April. Since their settlement in the camp in Hong Kong they have written two letters to their sister in Tunis asking her to help them leave Hong Kong and join her. Her aunt's letter is in response to this appeal. The whole family is naturally extremely concerned for the three boys.

4. On our advice, Mrs Tran-Thi-Huong-My, has approached the Tunisian authorities about proper permission for the admission and settlement of the three boys in Tunisia. She was told that she should give prior notice of date of arrival and details of travel documents held, so that arrangements can be made for visa facilities on entry. The South Vietnamese Ambassy staff in Tunis have dispersed and were unable to inform their nationals about the likely official Tunisian reaction to a request for the admission of refugees.
