YOUR TELNOS 361 & 365: VIETNAMESE REFUGEES IN HONG KONG: UNHCR INVOLVEMENT

1. Please inform Jaeger that we see no objection to Kadry paying a visit to Hong Kong to discuss the question of Vietnamese refugees there with the Hong Kong Government, provided this is done without publicity in order to avoid any undesirable political repercussions which could have an adverse effect on the successful resettlement of the refugees.

2. We think you might also take the opportunity to inform the UNHCR that, in the interests of finding

new homes for the Vietnamese refugees in Hong Kong as quickly and effectively as possible, we and the

DIREST Hong Kong Government have made approaches to a number of countries, seeking their help in resettlement. We think this approach is fully consistent with the spirit of the appeal made by UNHCR to a number of
