VIETNAMESE REFUGEES IN HONG KONG: UNHCR INVOLVEMENT
1. We must send instructions soon to UK Mission Geneva on how to respond to the developing UNHCR interest in the Vietnamese refugees in Hong Kong. I attach copies of the latest telegrams on this subject and also a draft submission covering a draft telegram to UKMIS Geneva which I should like to send as soon as possible.

Grateful therefore for clearance of, and comments on, the two drafts before noon on 29 May.
