Pursuant to Royal Instructions and against the foregoing

background I have the honour to report to Your Excellency on the case.

The facts of the case were as follows:

At about 8.50 a.m. on the 14th August, 1973 ong Chee Kwan

was driving his taxi, V 9296, along Tseuk Luk Street in Kowloon when

he was hailed by four Chinese men. One of the men got into the front

and the other three into the back of the vehicle. About a third of a

mile from the Tai O Mun bus terminus he was told to stop. One of the

men in the rear, holding what appeared to be a revolver told him to

clight and he did so. He was made to walk down the side of a hill,

through bushes and after doing so for 300-400 yards the men affixed

adhesive tape over his mouth and eyes and made him sit on a tomb.

His legs were then bound with bandages and his hands were similarly

fortunately, bound behind his back. About an hour later Mr Wong/managed to free

his legs, and as his eyes were not completely covered, succeeded in

making his way to the road. He was there seen by a bus driver who

released him and sent him back to the bus terminus where he telephoned

the police. Later in the day he saw his car which was damaged.

About 11.10 a.m. the Chartered Bank at Cheong Wah Street was

invaded by eight men. Six of them wore hoods and two wore peaked

caps. Four carried revolvers, two carried knives and the remaining two

carried plastic bags. A bank security guard had his revolver removed

from him by one of the men who carried a knife, and he was struck on the

head with the revolver and rendered unconscious. A bank messenger was

also assaulted with a revolver. The staff, generally, was intimidated

and a sum of 462,735 was stolen. The robbers left, taking three girls

with them.
