25 March about the compromise you have reached with the Executive Council on this delicate matter.

You will doubtless have gathered that your letter came in very useful while preparing briefs for Ministers during your visit last week, and that Ministers were genuinely very pleased that you have been able to agree a device for holding the present position without making things intolerable either to them or to the members of the Executive Council. As you say, th re is no satisfactory solution to the problem and the arrangements you have come to in Hong Kong are really the best that can be hoped for in present circumstances.
