HONG KONG: DEATH SENTENCES
1. I attach a draft letter acknowledging the Governor' letter to you of 25 March explaining the compromise he has reached with ExCo on this matter. The Secretary of State was warmly congratulatory when the question was raised during the Governor's call on him on 11 April and it is clear that the
solution the Governor has worked out with the Executive Council
is a considerable relief to Ministers.
