The Council considered memorandum XCS(75)3 and
Item A95 in the minutes of the meeting of Council on
18th March 1975.
Unofficial Members advised that:
(a) they did not wish to pursue the suggestion
that the Secretary of State should be
asked to suspend the operation of the
death penalty in Hong Kong;
(b) H.E. confirmed that he saw no objection
to an Unofficial Member abstaining from
tendering any advice in any capital case
in which he considered that the law should
take its course.
