the crime rate in Hong Kong during the past ten years has by no means been limited to cases of homicide and has in fact been even more rapid in respect of robberies. The incidence of homicide was notably stable over the period 1971-74, with an average of 106 cases per year; and although the rate has somewhat increased during the first half of 1975 there is no evidence that this bears any relation to the question of capital punishment.
